Control sanctions and enforcement

Control sanction is the official name for a parking fine that is issued on a private legal basis. The fine is a sanction imposed for non-payment or violation of other parking regulations.

According to the parking regulations, there are 3 rates that can be imposed, depending on the degree of the offence: SEK 330, SEK 660 or SEK 990.

Why are control sanctions issued?

Enforcement with control sanctions is important for a number of reasons. Some of them are:

  • It ensures that no unauthorised person parks in the space reserved for HC, electric car, or a company/person who has paid for the space.

  • It ensures the safe flow of traffic in the area and that no one is in the way: for example, by parking across a marked lane.

  • It ensures the throughput of cars in the car park.

Parking appeals board

If you have received a control sanction that you disagree with, you first appeal to the company that imposed the sanction. If you receive a final rejection, you can appeal the decision to the Parking Appeals Board within one year of your original appeal. The Board consists of a neutral lawyer and representatives of the consumer side and the parking industry. You can read the Board's decisions in principle and more information at www.pklagenemnda.no

Private car parks

APCOA is not the owner of any car parks. We act as an operator for various public and private landowners. Private car parks are signposted with legally correct messages in accordance with applicable laws and regulations.

APCOA has right of disposal over the car parks through an agreement with each landowner. Signs at the entrance, at the payment machine and elsewhere in the car parks provide information about the conditions that apply to the individual area.

By parking a vehicle in an area operated by us, the driver has accepted the terms and conditions for car parking, and an agreement has been entered into based on the signposted terms and conditions.

We are obliged to provide information about the special terms and conditions that apply, what the consequences of violating the provisions may be and who the operator is. All our car parks are signposted with a telephone number that goes directly to our 24-hour customer centre.

Our car park attendants

All car park attendants must be easily visible in our uniform with logo and can identify themselves with a company ID card.

They do not work on commission, but have a fixed salary regardless of how many control fees they write. This is a statutory requirement in accordance with the parking regulations of 1 January 2017.

The officers have completed courses and training with a written exam, in accordance with the regulations. The officers patrol between the car parks.

The officers do not have the opportunity to take back an inspection fee that has been placed on the windscreen, the driver must then submit a written complaint.
